New internal layout proposed for Ettalong Bowling Club

A development application has been lodged for "proposed additions and alterations" to Ettalong Bowling Club.

Proposed upgrades include a new internal layout to the club building, including sports lounge, bistro lounge, two function rooms, kitchen and bar areas, storage areas, waste room, office and administration area, locker rooms with amenities for patrons and bowlers' terrace.

New work will include Bowling Green No 1 to be fitted with a new synthetic surface and a curved canopy structure of metal support columns and with a fabric covering to allow all-weather use.

A new barbecue area adjacent to Bowling Green No 1 and a new greenkeeper's shed are also proposed.

The application, prepared by Cityscape Planning and Projects, states: "The proposed development includes the demolition of central large sections of the club building across both the ground and upper levels."

Areas to be demolished also include Bowling Green No 1, the greenkeeper's shed and 21 car parking spaces.

An existing diesel generator and grease arrestor will be relocated.

"The club's gross floor area will increase from 3580 square metres to 4106 square metres, an increase of 526 square metres or 14.7 per cent," according to the application.

The application contends that "The open form of the shade structure decreases the visual volume of the built form and its lengthy distance from Springwood St ensures that the bulk of this volume is located behind the existing club building and will therefore have limited visual presence in that streetscape.

"These factors contribute to significantly mitigate any potential adverse visual impacts to adjacent development or desired future character of the local area."

"The development does not propose the removal of any trees and will also not impact upon any existing trees located on the subject site or adjacent lands.

"The development is also accompanied by a landscape plan that provides planting along the southern edge of the bowling club building as well as within internal terrace areas.

"The site currently provides vehicle entry and exit from Springwood St.

"No changes to the existing vehicle access or egress arrangements are proposed as part of the development.

"The new car parking layout will result in an amended parking layout but no net change in the current total of 207 parking spaces."

According to the traffic and parking impact assessment prepared by ML Traffic Engineering: "Based on a peak parking demand of 181 car spaces, the peak parking demand is one car space per 20.8 m2."

The report concludes that the proposed development does not comply with councils DCP parking requirements of one park per 10 square metres.

"However, an analysis of all the existing peak parking demands on site demonstrates that the proposal will suitably manage all proposed peak parking demands of the site."

A detailed floodplain risk management report, prepared by Van Der Meer, states that the subject site is located within a flood storage area.

"The one per cent annual exceedence probability floodwater impact the site at elevations between 5.47m and 5.59m AHD."

However, it states: "As discussed with Central Coast development engineer Mr Andrew Dewar, the Flood Planning Level required by council is not applicable for the proposed addition development.

"Therefore, the proposed development floor levels are to be as the existing ground floor levels (5.53m AHD)."

Evacuation from site is considered available as the site is located out of the High Flood Risk and Flood Hazard which indicates the site will have "no significant evacuation difficulties".

The application is currently on public exhibition and available for written submissions until June 17.
