Formal application lodged to expand Woy Woy tip
Central Coast Council has formally lodged a development application for expansion of the Woy Woy tip in Nagari Rd, Woy Woy.
The South Cell Project will cover five hectares and is expected to provide "an additional 920,000 cubic metres of air space" or 7.7 years of filling capacity, based on current filling rates.
The application is expected to be determined by the Hunter and Central Coast Regional Planning Panel.
It covers cell construction with excavation and earthworks to form the base of the cell and lining installation.
It includes associated access, and stormwater and leachate management infrastructure.
It also covers land-filling operations in the new cell location, as well as capping, closure and rehabilitation.
The project is expected to generate additional cell construction and cover materials for the ongoing landfilling operations.
It aim is to keep the tip open for as long as possible to accept and safely dispose of putrescible waste from the local government area.
The project would be constructed and filled in two stages.
The eastern half would be the first stage, followed by the western half, with each stage expected to take about four to six months.
The application states that the project is considered essential because of "a strong need to develop landfill capacity for safe disposal of putrescible waste generated within the Central Coast LGA that cannot otherwise be recycled".
A total of 13 documents have been lodged for public exhibition in support of the application.
They consist of "Appendix B" which is the preliminary design and consists of drawings, an environmental impact report, a biodiversity constraints assessment and 10 "technical reports" covering various topics ranging from a soil and water impact assessment to a historical heritage assessment.
The environmental impact report, prepared by GHD Group Pty Ltd, states that "it has been prepared to support the application for development consent in accordance with the requirements of Part 4, Division 4.3 of the Environmental Planning and Assessment Act for determination by the Hunter and Central Coast Regional Planning Panel.
"The project is deemed to be regionally significant development in accordance with Clause 7(1)(c) and Clause 3 in Schedule 6 of State Environmental Planning Policy (Planning Systems).
"It is a development for the purposes of a waste management facility or works that meets the requirements for designated development under the Environmental Planning and Assessment Regulation,Schedule 3, section 45 as well as being Council-related development with a capital investment value over $5 million."
The application is currently on public exhibition.
No closing date for submissions has been posted on the Central Coast Council website.
