Application for $2.6M beachfront house at Pearl Beach

Central Coast Council has received a development application for the construction of "a new dwelling house and swimming pool" on the beachfront at 36 Coral Cres, Pearl Beach.

The application, prepared by Doug Sneddon Planning Pty Ltd for Mr Niall Conlon, runs to 101 pages and states that "the proposed development has a construction cost of $2,626,800".

It "replaces a previously demolished dwelling house on the subject land and a new dwelling previously approved under Development Consent 60416/2020."

The application is for a five-bedroom dwelling with two storeys and a basement.

The basement will contain garaging for two cars with a turntable to enable forward access when entering or leaving, also plant rooms, storage and wine cellar.

The ground floor will contain the main entry, kitchen, dining-living and family rooms, outdoor terraces, guest bedroom and swimming pool.

The first floor will comprise four bedrooms, bathrooms, storage and study, both the master bedroom and study will be provided with ocean view terraces.

An internal lift will provide access to all three levels.

The land has an area of 670.2 square metres and is zoned R2 Low density residential.

According to the application, the gross floor area will be 333.418 square metres for a floor space ratio of 0.497:1.

Site coverage will be 304.458 square metres (30.51 per cent) and private open space 314.917 square metres (46.9 per cent).

"The proposed development has a rear setback (to the beach) of 17.923 metres, which exceeds the requirement for a foreshore setback of 10 metres and generally aligns with the beachfront setback on neighbouring residences.

"The proposed front building setback of 4.172 metres is considered appropriate having regard to the setback of neighbouring dwellings and the current development consent for the subject land."

Regarding a possible loss of views, it states: "The potential loss of a partial lateral view by neighbours over the subject land resulting from the proposed development is minor as the lateral views predominantly remain available and their primary coastal outlook is maintained."

It is explained that "Pearl Beach is identified as having a special character, with its distinctive element being its natural environment and the unifying element of the tree canopy.

"Pearl Beach is the only village within the former Gosford City area classified by the National Trust of Australia as the Broken Bay Entrance Landscape Conservation Area and the unique character of Pearl Beach should therefore be protected."

It is claimed: "The accompanying Landscape Plans provide both dune stabilisation with the retention of existing groundcover plants and appropriate streetscape plantings.

"Coastal hazard assessment and structural engineering provide for protection of the proposed dwelling from potential storm surges and shoreline erosion."

The DA proposes the retention of one existing street tree and the replacement of a second one which has died and been removed by council.

The Landscape Plan proposes a tuckeroo which, it is claimed, is "more suitable underneath wires".

The only other trees mentioned are melaleuca paperbarks on the adjoining property which are to be retained.

In conclusion the application claims: "The proposed development is a single-family home which is compatible with the surrounding low density residential environment, although it is noted that beachfront residential development along Coral Cres comprises a mix of older style one to two storey dwelling houses and larger contemporary dwelling houses of up to three levels."

It is currently on public exhibition and is open for submissions.

A closing date has not been published by the council.
