Third attempt at multi-dwelling development

A third application for a multi-dwelling development has been submitted for 59 Memorial Ave, Blackwall, after two previous applications were unsuccessful.

The current application is for a six two-storey, two-bedroom dwellings.

The previous applications were for eight dwellings and seven dwellings respectively.

The first was withdrawn after Central Coast Council and Transport for NSW stated that vehicular access must be from Warrigal St, as Memorial Ave was a classified road.

The second was refused for reasons including inadequate front and rear setbacks, "lack of articulation" on units 4/5 and 6/7, a deficit of four on-site car spaces, unsatisfactory fencing, and insufficient solar access.

The new application addresses rear and front boundary setbacks and provides compliant parking.

However, it admits that solar access is not compliant, stating that "three hours solar access to 50 per cent of private open space on June 21 for units 5 and 6 is not obtained."

It states that 20 square metres of additional private open space with sunlight access during the winter months would be provided.

The application states: "Vehicular access is proposed via a shared driveway to separate garages provided for each unit.

"The proposed design provides sufficient areas to store mobile waste collection bins away from the street and clothes drying areas that would be screened from other dwellings and the public domain.

"The proposal includes a stormwater system and landscaping."

"The dwelling construction would utilise reinforced concrete slab footings, timber roof rafters with colorbond roof sheeting, aluminum framed windows, and a mixture of external cladding.

The application argues that the design should not have to comply with a bungalow-style development mentioned in planning "character" statements for the area.

"The entire Woy Woy Peninsula includes a mix of post-war fibre-cemment clad dwelling houses, a mix of larger contemporary dwelling houses, older single storey villas and newer multi-dwelling housing development of various styles."

"If anything, the character is best described as highly diverse.

"The concept of adhering to the bungalow being obsolete given the establishment of multi-dwelling development and single dwelling houses development with a range of styles being established in the street, suburb and entire Woy Woy Peninsula area."

The application is currently open for submissions.

No closing date is specified on the council website.
