Proposal to replace one 'gun-barrel' with another

An application has been made to replace a three-unit single-storey gun-barrel development with a four-unit two-storey gun-barrel development at 40 Bogan Rd, Booker Bay.

Submitted by Clarke Dowdle and Associates, it describes Booker Bay as "a somewhat tired and austere suburban landscape" and claims it "includes refreshing schedule of finishes that will establish a new benchmark in terms of dwelling appearance".

"The flat 1119m2 site is located on the north-eastern side of the road reserve," it states.

"The surrounding medium density residential development is characterised by an eclectic blend of post-world war fibre-cement clad dwellings that are being redeveloped to cater for multi-dwelling housing development within the medium density zone.

"Each unit would include garages, living-dining areas and adjoining private open space located on the ground floor and bedrooms with bathrooms located on the first floor.

It describes the proposal as having a "gable front deck design that is consistent with the roof design that is encouraged by the character statement for the precinct".

"The units would be separated by and have direct access from their living areas to a private open space."

The application states that one tree would be removed from the site and one retained, while the site plan shows two trees being removed and two retained.

"Two trees can be provided within the nature strip and within rear setback".

The application admits the proposal is non-compliant with planning provisions in two respects.

It exceeds the building envelope on the northern side of Unit 4; and private open space for Unit 1 is within the front setback.

The application claims that precedents had been established recently in Ettalong, where private open space had been allowed "as front courtyards" including at 31 Burrawang St, 21 Burrawang St, 34 Picnic Parade, 33 Burrawang St and 102 Bay Road.

The application concludes: "The proposed multi-dwelling housing development at 40 Bogan Rd, Booker Bay, is consistent with the objectives, planning strategies and controls applicable to the site."

"The proposal provides increased housing density and additional smaller dwellings that are in acute demand.

"It is well designed to meet residential needs and is commensurate with the character of the surrounding area."

The application is currently on exhibition and available for written submissions from the public until 23rd Feb.
